The enemy is always gathering its strength. That's why we need to know where everyone in the empire stands.
[ Part of her wants to just agree with Thomas, but realistically, cooperation often requires a bit of coercion. ]

I am certain even if some of us are sworn enemies that they would prefer to leave old feuds rather then risk being overrun. While they will always gather strength, wouldn't it best to strike quickly?
